I have been sitting on this story for a while because I wanted to get it right. This is the first in a series. Read the full breakdown on the website here 🏗️.

The project:

Why the city has no vote: The developer committed to 40 percent affordable housing, which triggers the Live Local Act, a state law passed in 2023 that bypasses local zoning entirely. No city commission vote. Administrative approval only.

What changed August 3rd: State Representative Dana Trabulsy, who voted yes on the Live Local Act when it passed, came to the commission meeting and told commissioners she believes Causeway Cove is not actually in compliance with that same law. Her argument centers on the submerged lands on the site still being in the A-2 Aquatic Development zoning district, which is not covered by the Live Local Act. She called it a scrivener's error on the city's GIS map and recommended the city either rescind the approval or bring a formal appeal and hire outside legal counsel to protect its interests.

"I'm not against this project," she said. "I'm only against the size of this project."

Commissioner Dzadovsky also raised a concern: The affordability calculation lumps Fort Pierce in with Port St. Lucie, where rents average $2,600. In Fort Pierce they run $1,200 to $1,900. A unit qualifying as affordable under that formula could still be out of reach for most Fort Pierce residents.

Commissioner Gaines spoke at Monday's meeting about state statute overruling local municipalities, while Commissioner Broderick spoke to the will of the people. Both reflect where much of this commission stands on this project.

Indian River County Schools hired Chicago-based Cushman & Wakefield to research potential buyers for four vacant schools, two downtown buildings and five vacant parcels valued at over $16 million total. The district has no commitments to sell and would need School Board approval before negotiations begin. Former Rosewood and Osceola Magnet schools and Sebastian Elementary are among properties listed. Revenue would go toward capital improvements and maintenance.

St. Lucie County commissioners reviewed the Port of Fort Pierce's 2026 Master Plan proposing Harbour Pointe expansion to double boat ramp capacity, a spaceport recovery facility, and a mega-yacht marina at Museum Pointe. The plan needs final approval from Fort Pierce city officials, not the county.

Martin County is reviewing its first application under Senate Bill 686, which took effect July 1 and allows homes and businesses on qualifying farmland. The Waterside property near Kanner Highway proposes up to 1,200 homes on 396 acres. County staff recommended denial after finding not all parcels were classified for agricultural purposes. The applicant pulled the item from Tuesday's agenda.
